In 2025, Oregon "Clean" Fuels adds 9.35 cents to cost of gas

The above table from the Oregon Department of Environmental Quality shows that Oregon's "Clean" Fuels program is steadily adding to the cost of a gallon gasoline (E10).  It is said to be adding over ten cents per gallon so far in this year 2026.  CFP stands for "Clean" Fuels Program.


Gasoline Suppliers are required to buy carbon offset credits, and these credits are sold by suppliers of ethanol, biodiesel, "green" renewable diesel and electric vehicles.


The Oregon Department of Environmental Quality (ODEQ) administers the "Clean" Fuels Program, requiring a bureaucratic cost to the state government and an administrative cost for gasoline and diesel (B5) fuel distributors in the state of Oregon.


I put clean in quotes because ethanol is largely made from corn grown in the U.S Midwest  - made by using diesel for tractors, nitrate fertilizers that add to ground water pollution, and liquidation of corn into ethanol uses natural gas for ethanol's manufacture.  But the state bureaucrats at the ODEQ give ethanol a greener status and make it eligible for "clean" fuels credit.


The Oregon "Clean" Fuels Program effectively is an in-kind, embedded gasoline tax.

You might think electric vehicles are environmental pure, but you would be wrong, my friend.


The batteries in electric vehicles are mined intensely using low efficiency diesel equipment and refined mostly in southeast Asia, such as China, using coal power.


The Wall Street Journal has reported that it takes something like 5 to 6 years of driving before the greenhouse emissions embedded in an electric vehicle's manufacture (versus the conventional gasoline car's manufacture) is offset by its gasoline emission savings.
