The driver had backed the truck with trailer in tow into a parking space at the Milwaukie Market Place on March 11, 2025, in the evening. A security guard reported to Milwaukie police this suspicious driver and vehicle.
The driver is arrested and held in custody with no resisting of arrest. This driver of the stolen vehicle and trailer did have a gun in his possession, but did not get into a gun altercation with the officers.

Photo of Milwaukie Oregon Police Captain Tony to the right here. This last week Captain Tony gave a summary of Milwaukie's police activities in the year 2024, to Milwaukie's Public Safety Advisory Committee.
He reports that Milwaukie's police department received almost 23,000 calls for service in the year 2024. The police department filed nearly 8,000 police reports and made nearly 800 arrests. Of these 800 arrests, nearly 50 involved a threat of physical force or actual physical force.
Tony also played a video of how the police department is utilizing drone technology to reduce injuries to police and suspect(s). Drones with thermal imaging can spot where fleeing suspects might be hiding in the bushes or in alley ways or other; and this really helps police focus and handle such arrests more delicately so as to be more prepared in capturing the suspect(s).
I asked Tony if he could share his video, which showed an actual case of Milwaukie's use of thermal-imaging-drones to help capture two suspected burglars who fled on foot and were hiding along railroad tracks in the bushes. But privacy prevents Tony from sharing this video - at least for now. But I link here to another video where a police department in another state uses drones to help capture suspects:

Thermal imaging is originally commercialized and lead by an Oregon Company a couple decades ago now - namely, Flir corporation which is now owned as a subsidiary and operated by Teledyne corporation.

While the City of Milwaukie draws people to its downtown with its Bing Cherry Drop, ushering in the New Year 2025, the Portland Police conduct a sting operation of a person suspected of a string of burglaries. The sting operation had the suspect drawn to sell his ill-gotten merchandise at the meet up point of the RoadHouse restaurant just across from Milwaukie's Kellogg Lake.
This meet up is going down at the same time as Milwaukie's Bing Cherry Drop event. The suspect gets suspicious while at the RoadHouse that his meet-up is actually a sting operation, and seeing the plains clothes police, he makes a run for it (to escape) by crossing McLoughlin Blvd - and to evade these police he jumps into and swims across Kellogg Lake.
Milwaukie's police are called on to find this suspect by the Portland police. Milwaukie's police department uses one of its drones with thermal imaging and spot the suspect hiding in the bushes at the south end of downtown. The Milwaukie police tell the suspect to surrender using the drone speaker. The suspect then jumps back in Kellogg Lake and tries swimming away, but the pursuing drone makes his escape impossible. He finally gives up for arrest, having become too cold as it is in Kellogg Lake.
Interestingly, some observers say that the suspect is somewhat surprised that when he jumps into Kellogg Lake, he discovers the lake is actually only waist high deep, such that at times he stands up out of the water in Kellogg Lake.

KOIN news reports that the 21 year olds' family says the bullet, fired by Milwaukie Police Officer, is lodged in his brain and is inoperable. Here's the KOIN news update of the Milwaukie Officer shooting that occurred late last month (September 2024): Milwaukie police shooting: Hunter Newton did not get aid for 30 minutes, family says . This officer shooting incident is described in the section just below this section.
The shooting is under investigation by the Clackamas County Sheriff's office. Eventually, the body cam footage will be released to the public, after the investigation is completed. The Milwaukie police department is really scratching its collective head to try to figure out what went wrong in this attempted arrest. One of the two officers involved in the arrest is an 8-year veteran of the Milwaukie police force. The other is a recent graduate of thorough police academy training.
Milwaukie Police have not shot and killed one single person in at least the last four years. The annual number of arrests involving force (physical altercation or involving drawing a weapon) runs about 40 to 50 per year.

The shooting took place at the Milwaukie Market Place Taco Bell, off of Oak Street in central Milwaukie. The 21-year-old driver is critically wounded. He supposedly has a suspended license.
The 2 Milwaukie officers involved in the shooting are on administrative leave now, awaiting investigation by Clackamas County's Sheriff's Office on the legalities of this shooting. Milwaukie Police Department is already short staffed by 4 police officers with one on admin leave being investigated for child porn and now these two under routine investigation that occurs when a police officer fire their weapon. One of the Milwaukie police officers is only 8 months on the job after getting police recruit academy training.
Milwaukie's police chief Ryan Burdick apologizes to the family of the driver. That maybe indicates a misstep by the Milwaukie officers.

Glen Suchanek , Milwaukie Police Department's Behavioral Health Specialist, helps place homeless people into shelters and seek mental health care for those folks having mental health episodes that are encountered by the Police. At Public Safety Advisory Committee meetings, Milwaukie's police Captains/sergeants regularly praise Glen Suchanek for helping them solve issues that come up with folks living on the street or folks acting out improperly.
Suchanek is hired by the Milwaukie Police Department back in December 2022. Kudos to Milwaukie's former City Manager, Ann Ober, for advocating for Suchanek's hiring.

DownloadIt appears that Mr. Descamps who died in Milwaukie Police custody back this past December (2023) was a bit of a lost soul who fell into a life of drug addiction and homelessness. He tries the patience of Milwaukie Providence emergency hospital staff on a routine basis over the past years.
The story of how Descamps dies back this last month, December 2022, is laid out in the Clackamas Review article just below ("LostSoulDies24Jan" pdf format).
Milwaukie Providence issues an apology for ordering Descamps to leave the hospital after receiving some narcan for possible overdose. But you kind of have to feel sorry for even Milwaukie Providence because Descamps seem to sew the seeds for his own death.

Milwaukie Police were called upon by the hospital to escort Descamps out of the hospital. Milwaukie Police offered to take Descamps to a shelter, but he refused. Milwaukie Police asked Providence Milwaukie for Descamps' hospital discharge papers, but since Descamps had voluntarily entered the hospital and is viewed by hospital staff as not warranting treatment, the hospital prepared no discharge paper.
Milwaukie Police radioed the County jail to take in Descamps who had warrants for his arrest, but the jail staff decided they didn't have the right resources to handle him.
So, instead, Milwaukie Police is left with no options but to take Descamps to Unity Behavioral Health Center. Enroute to Unity the preliminary medical exam report says Descamps died of a drug overdose.

I think I have seen Mr. Descamps sometimes in and around 32nd and Harrison Streets.

Despite warrants for his arrest, the jail wouldn’t take him in the condition he was in. They [Milwaukie Police officer(s)] weighed whether to take him to a homeless shelter.
Milwaukie Police say to Desantis:
“Here’s the deal. You can either go to the homeless shelter, alright? Or you can go outside and be cold. You can’t stay here,” an officer said.
Here is Providence Milwaukie hospital's statement of apology:
"Providence is sorry about the death of Jean Descamps, and we extend our apologies and sympathy to his family and friends for their loss. In this case, we fell short of our goal of providing safe, reliable, compassionate care to our patient.

What makes Milwaukie Police great is that they are well-trained and have many years with the Milwaukie Police Department. They often have roots in the City. They are flexible in their approaches to dealing with police incidents and are willing to enlist the help of social workers who are adept at dealing with people under mental distress, homelessness, or addiction.

On December 12, 2023, Milwaukie Police ran a Sting operation to try to hinder incidences in which adults try to lure underage children, teens into having sex with them, often ending up abusing them. This sting catches 5 adult men who thought they had arranged through on-line social media platforms to have sex with a 15-year-old boy or girl. But the 15 year old boy or girl turned out to be a decoy Milwaukie Police officer. Well, here's KOIN's reporting on Milwaukie Police Department's recent sting operation:

There are other legal, wholesome ways to get some satisfaction, guys. Like marriage to a lovely woman (I suppose in this particular case that the arrestee is a heterosexual male). On another front: the Oregon legislature had a bill this year that would legalize prostitution in Oregon, just as it is in the state of Nevada. So, there's also Nevada or waiting for Oregon to go-Nevada-on-us.
Here's how Raymond Rendleman, Pamplin Media, reports on this Sex Sting operation netting the same guy twice in one day earlier this month of October 2023:
“On Oct. 5, Michael McCord, 51, was arrested as part of a police operation to apprehend alleged sex buyers who engaged with undercover decoy officers.”
McCord reportedly didn't even go one day before committing the same offense.
Just after being released from Clackamas County Jail, McCord is accused of promptly engaging a second decoy officer online and was again taken into custody, lodged on the two counts of prostitution and felon in possession of a restricted weapon.”
“On Oct. 5, the Milwaukie Police Department hosted the Human Trafficking Mission, where decoy officers posed as escorts on popular dating applications and websites, providing locations in and near Milwaukie to meet with purchasers of sex.”

On Thursday evening (9/28/23), others and me of Milwaukie's Public Safety Committee meet with Milwaukie Police Captain Tony Cereghino (pictured above) to review the City's police activities during the last month.
Captain Tony periodically leaves our meeting and helps lead the clearing of Harrison and 32nd - clearing the street of a rather large recreational vehicle (RV) which had quit running and become stalled right in this intersection (blocking traffic).
Captain Tony reported to us that the driver and owner of this RV did not have insurance or money to afford towing the RV away. So, Captain Tony worked his cell phone to get the RV towed away by a uniquely large tow truck (just the regular size tow truck would not have worked).
In a recent incidence, a parole violator from the state of Montana is harassing someone in the Hillside Manor in Milwaukie.
This violator had successfully fled on several other occasions Milwaukie Police pursuit - This person having escaped through emergency doors and hiding in the bushes.
But the Milwaukie Police finally caught this perpetrator by using one of the five drones the City Police department owns. The drone has a heat sensor and is able locate this perpetrator hiding along the railroad tracks in some bushes on the westside of Hillside Park manor.
Milwaukie Police borrow a police dog from a nearby City police department; and this dog is guided by officers using drone coordinates, dog then finds and locks down the perpetrator in place. Perpetrator surrenders to Milwaukie police without trouble having been held in place by the borrowed police dog.
This person is now being extradited back to Montana.
Drones are really changing the world - such as in the Russia-Ukraine war where navies and jet aircraft are eliminated by relatively inexpensive drones. Is the U.S big aircraft carriers vulnerable to drones? Seems plausible.
Even in the City of Milwaukie organized retail theft is a problem.
Recently, at the Safeway on King Road in Milwaukie a group of criminals stole several thousand dollars worth of diapers and other baby care items. These items are said to be most easily sold in a grey/black market by organized crime.
Unfortunately, Milwaukie Police were unable to locate all but a portion of the stolen baby care merchandise, in this Safeway case, as the organized criminals are very quick at conducting retail raids.
In the City of Portland which still suffers from its defunding of its police department, businesses are closing because of retail theft losses.

As a side note, my two cousins in the City of Portland are kind of crazy; and actually voluntarily, as customers, confront and stop persons they believe are stealing the store's merchandise.
These two crazy cousins of mine worry about their local grocery store being closed permanently because of rampant shoplifting. I myself worry about my cousins getting hurt or maybe arrested for getting involved in stopping retail theft at their local Fred Meyer grocery store (seeing how this isn't their job and they don't get paid being such good citizens).

For the second time this month of September the Oregon City Office of the Democrat Party is vandalized by a passerby. This time - on September 18th or 19th - another frontage window of the Party Office in downtown Oregon City is vandalized. Earlier this month, a brick or rock of some sort smashes through another of the Office's windows.

Deputy Sheriff Chuck Doze is in serious but stable condition in the aftermath of getting shot in the face, arms and chest. Doze was serving an eviction warrant after the renter failed to show in court to defend against their eviction. Not showing means the landlord gets to have the Sheriff remove the renter after giving the proper 72-hour notice. Here's the news reporting link to this tragic incident:
Deputy Sheriff Doze is related to Milwaukie City Councilor Adam Khosroabadi - I spoke to Adam yesterday and he mentioned having a tough month and mentions the shooting of his Uncle Washington County Deputy Doze.

In another note. The Milwaukie Police Officer who got hit by a Clackamas County Sheriff vehicle when the police (both departments) were trying to stop an armed robber ... this Milwaukie Officer sustained a fractured arm.
In yet one other note, the Milwaukie Police officer who got dismissed (for sexual misconduct) this last Spring happen to be the officer who ran the City's Canine (K9) program. So, with this officer now gone, Milwaukie's Canine program is on hold until a new Canine officer can be trained - might be several months or more before the City Police have a dog assistant.

On July 11, 2023, an armed robbery suspect stole a Ford Ranger pickup from a Car Dealership near Courtney Road in Oak Grove area. Clackamas and Milwaukie Police pursue after locating the stolen Ranger from the air.
While trying to stop the suspect in the Ranger, Milwaukie Police Officer is hit by a Clackamas Sheriff police vehicle. The Milwaukie Police Officer sustained non-life threatening injury.

As a side note, at last month's June Milwaukie Public Safety Advisory Meeting the Police captain reported that Milwaukie already has three or so Officers laid up by injury. And I think the total number of Milwaukie Police officer positions is something like 38. So, injuries are quite significant in causing police staff to be short recently. That and a shortage of training academies for new police recruits.
(precision immobilization technique ) or TVI (tactical vehicle intervention) is a pursuit tactic in which a pursuing vehicle forces a fleeing vehicle to turn sideways abruptly, causing the driver to lose control and stop.
The two Clackamas Deputy sheriffs were shot while investigating a robbery of a business on Johnson Creek Blvd on July 3, 2023. Both Deputies are released from hospital and recovering from their wounds.
