IP-31 needs to collect just over 180,000 valid signatures by the end of June 2026 to get voters the right to vote down ODOT's tolling plans.
The organizer of Vote-Before-Tolls (IP-31), Dean Suhr, is also trying to raise money so that it can also collect signatures via paid signature gatherers, in addition to volunteers. Initiative petitions in Oregon generally need to have some paid signature gatherers to have any hope of getting enough registered voter signatures to qualify for getting on an election ballot - not to diminish the need also for volunteer signature gatherers. Both volunteer and paid signature gatherers optimize signature gathering for IP-31.
Volunteers are great for collecting signatures during spring and summer events, and Paid signature gatherers are great for collecting during the less-outdoor-event parts of the year, namely Fall and Winter.
Suhr and others of "Vote-Before-Toll" organization will use voter signatures collected with the initial effort at getting the right to reject road tolls, IP-4, to contact these register voters, asking them to sign this restart, IP-31.
IP-31 is exactly the same as IP-4, excepting the election targeted is November 2026 instead of November 2024.
IP-31 is an Oregon state-wide petition, meaning any registered Oregon voter is qualified to sign.
Let's get it on and make ODOT respect the will of Oregonians.

If you contact me at EClarkMilwOR@yahoo.com I will deliver the Initiative #4 Petition sheet, Instructions, and text to your door step, and will pick it up after you signal your signing of it.
You can also sign the Petition by downloading it from the website https://VoteBeforeTolls.org ... take care to double-side print the first two pages of the Initiative #4 download at this website, and also not only do you sign the sheet as a signer but also you are someone who witnesses the petition sheet signature and needs to fill out the circulator line at the bottom of the petition sheet. But do not fill in the Petition sheet number. The Chief Petitioners fill in the Petition Sheet number, not the circulator/witness.
Alternatively, if you happen to be in and around Oregon City, you can also stop by the Clackamas Republican Party office at 612 Molalla Avenue, Oregon City, and sign the Petition and leave it in the box there inside, near the entry door. Clackamas Republican Office hours are 11 am to 5 pm, Monday through Friday; and 10 am to 2 pm on Saturday. Call ahead to confirm the office is actually open (503-303-7312).
As the weather warms and dries, I very much hope to set up a place along McLoughlin and other high traffic places to collect signatures from the large number of voters who oppose the Oregon Department of Transportation's (ODOT) plans to toll I-205 and I-5 (probably road tolls would spread to other highways, too eventually). This initiative (IP-4) just became available in the last day or two for circulation. The previous phase of IP-4 collected 2,000 voter signatures just to get the Oregon secretary of State to process IP-4 for the current phase, that of official state-wide signature gathering.
250,000 signatures of Oregon registered voters is the target level to qualify IP-4 for the November 2024 General Election. I suspect there may be enough people just in Clackamas County alone willing to sign this petition.
It's now a matter of getting our team, also called NO-Toll-Army, to organize for state wide signature gathering for the next year and a half.

Tomorrow evening (6/30/22) between 5 and 7 pm, the No Toll Army will be collecting more petition signatures to re-launch our petition to require voter approval before the state bureaucracies could impose their toll schemes on people driving public highways like I-5 and I-205 (currently proposed by Oregon Department of Transportation for tolling).
This Rally is in West Linn at the Adult Community Center, 1180 Rosemont Road. See you there. (5 to 7 pm).
